Mission Statement
The Government Access Division of the Ramsey/Washington Suburban
Cable Commission has three primary objectives as follows:
1. To provide direct, professional video production services to
the member Cities and Townships of the Commission to enable greater and
more sophisticated programming efforts on government access channels.
2. To facilitate and be responsive toward the cable communications
interests of Member Cities and Townships and help to meet the cable TV dissemination
needs of these entities. This could include:
- Information affecting residents' health and safety.
- Information about government services, resources, activities and policies concerning how residents can utilize these services.
- Information about community events.
3. To coordinate programming and technical aspects of government access cable programming and provide the resources which allow for the creation of unique, municipal cable t.v. channels.
II. Organization Identification:
The Government Access Division shall operate under the name "Government Television Network" to reflect the multiple municipalities and channels that receive Government Access Division services.
III. Programming Guidelines:
GTN recognizes that each member municipality of the Ramsey/Washington
Cable Commission programs and maintains editorial control of their
respective government cable channel. Programming produced or procured
by GTN will be appear on government cable channels at the discretion
of the municipality.
Nothing in these policies and procedures shall restrict a municipality
from using its government cable channel as it sees fit under applicable
laws.
All programming produced by "GTN" shall be consistent
with above mission statement.
No programming falling into the following categories will be produced
or provided by "GTN":
A) Commercial Advertising
B) Lottery Information
C) Obscene, indecent or defamatory matter
D) Advertising by or on behalf of legally qualified candidates
for public office. This is not to include debates, town meetings
or other forums in which all candidates for office are given equal
opportunity to participate.
GTN is authorized to initiate and create programming for the purpose
of offering such programming to member municipalities for playback
on their government cable channel.
Programming produced by GTN will not incorporate any copyrighted
items unless written permission has been obtained.
